Revive PvP and overall activity

PvP Season 2 has begun, and I've noticed a lack of activity on the servers and in the rankings.

Currently:

Most active players are former players who have either recreated an account, kept their original account, or purchased an unbanned account.
New players therefore start with zero PvP points, while former players generally have a high PvP badge.
This creates an imbalance: former players lose many more PvP points than they earn against new accounts. As a result, they avoid PvP, which reduces overall activity and interest in the game.

My suggestion:

Unban certain permanently banned accounts, targeting those that were active and engaged when the game was very popular.
Each unbanned account would have a single chance to return, under strict supervision, in order to prevent cheating or abuse.
These accounts often have a good PvP rating, and their return would help regulate the rankings, promote balanced matches, and encourage more PvP.

Expected benefits:

Balanced battles: big accounts against big accounts, small accounts against small accounts.
Increased activity on the maps and renewed activity in the arenas (2v2, 3v3).
Greater interest for all players, as PvP becomes attractive and rewarding again.

Currently, a player with the crown badge can lose 170 points to gain barely 20 against a new account, which discourages PvP. With my proposal, everyone could enjoy balanced and stimulating PvP.
