New pvp limit system

The pvp limit system is stupid and problematic.
You have people that stay artificially at level 25 so they can kill the new players
the problem is that the new players with a hard earned piranha or even worse war brigantine with around 11k of hp and most likely with 10 pounders have to compete with a ship around 25k easily and at least peacemakers or better.

there is no competition and soon the new player just loose interest and leave the game

new pvp limit system

zone 5-6 players with pvp rank 3 or lower
zone 7-8a - 8b players with pvp rank 4 or lower
zone 9a - 9b-10 players with pvp rank 5 or lower
zone 11-12 players with pvp rank 6 or lower

that will make truly zones pvp limited.
you make a kill you raise your pvp rank

thus old players will play in the free pvp zones and compete with other old players
while new players will have their own zones to farm and grow

servers are empty because old players bully new ones and new ones do not have a space to grow lets give them the space to them
and in return we will have soon more players in the upper zones
