    So since the New Moon Raffle is no longer an actual cash prize, does that mean the USA1 server will be able to participate?

    For the new moon raffle , is necessary the law in that specific country who approve this thing . I don't know if in america the gamble is allowed :)

    No, the countries that was excluded from the Moon Raffle will still be excluded after the changes have been made.
