Is there an infraction list like the one on the german server posted below? we should know what we should get ban for and the maximum penalty associated with bans.

Each community has its own rules, as each language works independently - as a result, the infraction list you have seen is pretty different than the EN one. An list will not be posted for the English Chat servers, but you can find the rules here. As long as you follow them, you are safe
