little question: is the arctic keel replaces the prow of terror and the opposite

The Arctic Keel is part of the Winter Set. It will replace similar such pieces of the Summer, Scorpion, and Ghost sets. With that said, I believe that despite the language barrier, I have answered your question. Again, I do not understand "prow of terror and the opposite" because this is referring to two different sections of the ship, the bow and stern. (Prow = Bow; Opposite of Prow = Stern). But, I will restate my answer in a different way. If by "Prow of Terror" you are referring to the Ghost Set piece, the Hum Bug, then yes, the Arctic Keel will replace this set item.
